Have you tried Text Pad? I don't know if it has precisely the html
features you're looking for, but it's got a quick start up time and has
tons of features designed specifically for people who program. I
frequently use it for simple html documents, plane text files, and
programming in various languages. It can even act as a simple IDE for
some programming languages. There are some things you'll want to set to
make it more accessible, but I can help with that. I could probably even
send you a .reg file that would do it for you. Anyway, if you want to

The program is shareware, but has no time-out or other limitations other
than telling you once in a great while that it's not registered with a
message box.
