[nfbcs] Running 16-bit DOS Applications Under windows-7 64-bit

Mike,

We looked at this because of NFBTRANS being 16-bit and we didn't find an easy answer.  There is apparently a Windows XP emulator that you can run 
within Windows 7 but as I understand it it is a little like a virtual machine.  That means there is a good bit of setup as you can guess.

We got NFBTRANS compiled as a 32-bit application and avoided the problem.
