Anything that does not have a tabIndex cannot be reached via the keyboard
when you turn off the default modes.

I have tried all cursor modes with Safari and ChromeVox.
Not sure what approach is being taken for these controls however things like
selecting the credit card verses bank account, selecting the payment amount.
are not obvious. One has to guess that they are selectable. :) -Kevin
