As I recall, Java Access Bridge comes included in Java 7.  Prior to that, you had to download it separately.
When Java 7, I believe there is a setting in Windows that you can go set that turns on the Access Bridge.
That way, only those that need it need to turn it on and it's off for everyone else.
Where I work, we have a group that creates installable images.  They added (I'm assuming here) a registry key entry to the Jaws package that they created so that when Jaws is installed (assuming that Java 7 is also installed) the Access Bridge is turned on because the Jaws package is installed (and the registry key value).
So this "modification" to Jaws means that for me, the Access Bridge is always on.
We tried this on 32 and 64 bit windows 7 as I recall.
Bottom line, Access Bridge should be included with Java 7.
