[nfbcs] PDF as picture

That's only available in JAWS 16, and not everyone has the latest version.

What command are you using in JAWS to read the PDF file? If you use 
JAWS+space followed by o and then w you'll just get the visible screen
recognized. If you use JAWS+space followed by o and then d, you'll get the
whole document recognized. If you haven't tried yet, you might try using the
document command.
