Hey Jim,

Yes, Mr. Jacobson may be right on this. The first time I inserted headphones on my home computer as soon as I used them the first time I purchased that computer, windows asked me which device I plugged in, either mic or headphone. then, it was an accessible choice dialog. I'm not sure if things changed or whether focus is not within the window when you plugged in the earpiece or for our students at the training center we at are at. 
I'm not sure you are aware of JAWS OCR which you can capture the screen on it. It may not be whole accurate but it works most of the time especially when hunting for something that you know should be there and can't be focused with an ALT+Tab. 
The other option is if your Surface tablet is a touch screen, most probably it is, you can just touch the screen and JAWS will tell you what it is under your finger as you explore much like iOS. Some laptops and even desktops have touch capabilities also. ... many options up here. Just my $0.02
