Tracy,

You might try the reading order option that "infers reading order from document" or something similar.  Reading from left to right, top to bottom is usually what I use, but I have found that it sometimes causes structure that is in the document to be ignored.  Of course, you may still find that there is no table markup.

Hi: If the screen reader doesn't announce "Table with x columns and y rows" or if you cannot move by table in the document, the markup isn't correct.

As a longshot, you could run it through Convenient OCR and see if it is able to create table markUp... sometimes it can.

This is not the final solution, but it could get you somewhere until the power company restructures their PDF's.
