[NFBCS] Columns in PDF

Hi: If the screen reader doesn't announce "Table with x columns and y rows" or if you cannot move by table in the document, the markup isn't correct.

As a longshot, you could run it through Convenient OCR and see if it is able to create table markUp... sometimes it can.

This is not the final solution, but it could get you somewhere until the power company restructures their PDF's.
