[Nfbf-l] Newsline changes

Kirk,
    With the competitiveness of the telecommunications industry, it is very 
unusual for local carriers to not offer unlimited long distance. However, 
for those that do not have this option, the toll-free number is available. 
For those who do have this option and not a local number, it would be 
preferrable to use the 228 number Sherri published, since the call is only 
toll-free for the caller, not the Newsline program
