[Nfbf-l] Question about White Cane Law

There was a person in a wheel chair that was hit last year around 
Thanksgiving.  She was crossing a major road but not at a light or cross 
walk.  The driver was not ticketed because she was not at an appropriate 
place for crossing this road.
