[Nfbf-l] VR Plan and goal

I see your point and it is valid, but they have to pay the counselors and 
staff and that's what they will say. It doesn't make sense. I know 
versatility is the key. I totally agree, just trying to look at it from 
their somewhat mis-guided point of view.
