You are correct! When I decided to get rid of Spectrum’s tV service, and switch to Dish Network, their supposed accessibility specialist called me and tried to get me to try a Roku box with Spectrum software on it.  This solution didn’t give me as much accessibility as I had on my phone.  You could not access audio description at all with any of their solutions, accept the laptop.  I have not heard good things about the laptop, and my understanding is it’s flash based.
In my opinion, watching tv on a laptop is not a solution for accessibility.
