[blindkid] To sign or not to sign

There are many signs that say "children at play" to make sure people take
extra consideration in slowing down.....in general if it is a neighborhood
with a lot of children, having a sign like that does give a bit more
emphasis to people who are apt to speed and can and typically do save a
child's life.
