Steve,

I think you make a compelling argument.  That said, it seems most states do
not bother to make proper investments in their state facilities.  Should a
person who is banking on one of these rehabilitation centers to enhance
their self-sufficiency be punished for the state's lack of effort or
interest?  I chose not to attend an NFB center.  Yet it seems that more
often than not people who do attend can show a good return on a state's
investment.
