I would think that it comes down to cost.  A college isn't going to put out that much $$ for one student and paying for the tac to be produced by hand is most likely cheaper. OR the work is already available and no one's complained about it before. I think there's a significant amount of VI students who have unfortunately come to accept shoddy products as the norm and people who work with these students who have little to no experience.  So the tac looks great to them and they feel warm and fuzzy about it or they feel they got the kid the book and their butts are covered and they can move on ... or a combination of all of the above.
