[BlindMath] disabling math ML in place of LaTex

As Derek said, Wikipedia uses MathML that is hidden for accessibility.
NVDA, JAWS, and VoiceOver all pick that up for speech, navigation, and I
think braille (not 100% sure if JAWS does Nemeth braille). The key commands
to start navigating the math vary for each of them.
Server-side MathJax on Wikipedia's servers is used to generate the SVG
image that is shown.
