DearJulie,

I am not saying that I agree with the law, if ther is such a law.  I am just 
saying that it is likely part of the new steps taken by Homeland Security to 
make it harder for terrist to get vehilcles and I suspect that it is also 
harder for illegal aliens to get one too.
If you are not documented, it will be very hard to buy a car or many other 
things.
I am just explaining juat I think is happenining.
I too think that you should be able to own a car, even if you can not drive 
one.  I have owned many cars and even have a 1965 Crysler 300 sitting in my 
back yard waiting to be restored.
The truth is. I have been blind since I was 16 years old, but got my first 
driver's license when I was 18 ,(Jan. 1965 and drove for 20.9 years, till 
Oct 1985), when I stopped on my own when I felt unsafe. to continue.
I learned how to cheat and get around the eye test and got licenses first in 
Florida, then California and then in Florida again.
I have 3 letters from those states complimenting me on my "clean driving " 
record
and I use to show, my still valid drivers license to my County 
Commissioners, I renewed by mail, when I would advocate for better Public 
Transportation at Commission meetings.
We finally got the funding and have a very good transit system today in Palm 
Beach County Florida.  I even work for it now too.
