I have known of four blind cosmetologists, and one I knew personally and she
did my hair. This is how I know a totally blind person could do this job.
One of the questions asked was how a blind person could get the hair cut
correct. She said that she goes by the head shape.
Years later, I was asked by another mom who cut my toddler daughter's bangs.
I had done it, as they were getting quite long, and not had time to get to
the beauty shop right away. When I admited that I had, she asked how I
managed to keep them so straight, and said she couldn't have done it
herself. I told her that I followed the shape of the forehead. Blind
cosmetologists, thank you. I am no trained cosmetologist, and would not
normally fool with my girls' hair that way, but that once worked out for me.
I know many parents will trim bangs now and then, but I only tried that
once, but it worked.

I once read an article about a young lady with low vision that graduated
from cosmetology school and was very good at cutting hair etc. She had to
fight her way through, but did succeed. I don't know if she was affiliated
with NFB oe not.
