As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES


The Maryland State Department of Education (MSDE) is seeking a highly qualified individual to fill the role of Assistant State Superintendent for the Division of Rehabilitation Services (DORS). This executive-level position plays a pivotal role in providing statewide leadership, administration, oversight, coordination, and direction to programs and activities within the Vocational Rehabilitation Program and the Disability Determination Services. The successful candidate will ensure the efficiency and success of these critical programs to ensure quality vocational rehabilitation and disability determination services to youth and adults with disabilities, assisting them in achieving their goals of post-secondary education, training, and employment, leading to independence in the community and economic self-sufficiency.

Responsibilities Include:

*	Develop and execute strategies that align with the goals and objectives of DORS, ensuring all initiatives support the empowerment, independence, and economic self-sufficiency of individuals with disabilities. 
*	Lead the development and enhancement of vocational rehabilitation programs and disability determination services, incorporating best practices, evidence-based interventions, and innovative approaches to service delivery. 
*	Develop and implement outcome measurement systems to assess the impact of all DORS programs and activities.  Use outcome data to inform decision-making, allocate resources effectively, and demonstrate accountability.
*	Foster collaboration and partnerships with relevant stakeholders, including vocational rehabilitation agencies, disability advocacy organizations, healthcare providers, educational institutions, employers, and government agencies. 
*	Ensure compliance with Federal and State regulations governing vocational rehabilitation programs and disability determination services. Stay informed about policy changes and advocate for policies that support the mission and objectives. 
*	Efficiently manage the fiscal operations, human resources functions, and facilities and IT infrastructure to optimize resources and maximize the impact and sustainability of all DORS programs and activities. 


MINIMUM QUALIFICATIONS


Education:  A Master’s degree from an accredited college or university.

Experience:  Seven years of experience in leadership in the areas of vocational rehabilitation, disability determination, and/or supporting the independence of youth and adults with disabilities.


SPECIAL REQUIREMENTS


Applicants must consent to State and FBI (CJIS) background check as a routine procedure for all MSDE employees.
