Lots of ways. 
If you're using liquid, you just pour it in. 
I made a batch of formula in a blender mixing powder and water together.
You *need* to get the ratio of powder to water correct, and I found
using a measuring cup for water and the scoop that comes with the
formula very easy. Then the blender does the mixing and you end up with
liquid formula. The amount you pour into a bottle doesn't so much
matter, the ratio does, as does ensuring that the formula is mixed
throughouly. I cannot stress this enough.
