A few months ago, my friend brought her 20 month over to hang out while she
ran some errands.  After she left I called out his name and he did not
answer and it scared me half to death.  I knew he did not go out with his
mom, but he did not answer and I told myself, don't panic he is here some
where.  Finally I started walking all over my house 1400 square feet and I
bumped into him in the hall.  I sat him down with me and told  him that he
scared me and he must answer when I call him.  So I told him let's practice.
I said Eric and he said here.  So since then he has come to hang several
times and when I call, he says, here. V

Practice by playing a game--sort of--and making her answer.  Reward her 
grandly if she answers you.
You could also punish her for not answer to prepare her for what will happen

if you are, say, at the park and she doesn't answer.  One of my autistic 
twins ahs even learned to answer when I ask "where are you".  No reason why 
a 20 month old can't get it.  She's smart enough.
