Hi,
Our agency does have bins of donated items. We just feel we should have
things already here, as children will also be moving in and out of our home
and it's one way we can be organized and not have too many last-minute
things to worry about.

It's a great idea to spread out the expenses as best you can ahead of time. 
All states are different, but in Colorado, the lifetime clothing allowance,
apart from the monthly assistance stipend, is $80.  Even shopping carefully,
you can go through $80 in clothing in no time at all.  Miranda, you might
consider checking with your case worker, also, because there's usually a
donation closet that the county maintains for foster kids.  I've sent a lot
of clothes and toys that Sarah has outgrown to the donation closet in my
county, now that I know about it, but it tends not to be well publicized.
