I think the size of the scoop stays the same, though I only used one brand. Two ounces in a bottle is two fluid ounces, two ounces of powder in the can would mean four ounces of fluid once you mix it with water.

The ratio is what matters here, too much water will dilute the formula meaning the baby won't get all the nutritional value. Too little water means the baby won't get enough fluids.

The instructions on the can should spell this out for you, but I remember one scoop equaled one ounce of powder. So I'd scoop eight level scoops, put it in the blender, then get a 16 ounce cup and pour water in. Then I'd let the blender do it's thing

Am I correct in understanding if a container of formula has 20 ounces
of powder, it is not the equivalent of 20 fluid ounces, correct?  When
you are talking about 2 ounces in a bottle serving, we are talking 2
fluid ounces, right?
