Elizabeth:

The requirement to be age 23 relates to whether or not you can achieve residency in Colorado to avoid being charged out-of-state tuition. The question from your current case is whether or not your plan supports you changing schools and transferring to the University of Colorado Boulder. Rehabilitation agencies usually don't like to pay out-of-state tuition costs on behalf of VR clients unless there is a good justification for the client to transfer to (in your case) an out-of-state university.

So if I close my case in Illinois, and I open a new one in Colorado, would I have to be 23, or live there for a while?
