[Colorado-Talk] Fixing The Colorado Antidiscrimination Act

I was told I was wrong about "no other groups have to go through CCRD"
--apologies..however, people with disabilities have the worst luck with the
Colorado Civil rights division and it is a drafting error. We will have
more detailed information early next week.
