You bring up such a great issue  
I am frustrated by the need for sighted assistance also

The frustrating challenge that also comes to mind is 
when you have to retype the xig xag, crazy font, nonsense word to sign in
for some sites, the sighted person even has trouble  Well, they are looking
at it through zoom text, but still  I have tried to use the audio button, to
hear the letters of the nonsense word and thus be able to retype it.
But it has not worked once on any site I have tried.
Sites that I am referring to are for event publicity, and other ones I can't
recall right now

Regarding the specific issue of the picture  and accessing  the bank
account, luckily I still have a bit a vision so I chose something that had
high contrast .  I can't remember right now if it also tells me what it is
in audio, but I don't think so.  But I will tell you that I avoid signing on
to my bank account like the plague.  I am in the bad habit, I guess, of
calling and speaking to a human .

I would support any efforts to pursue changing this frustrating situation.
