In the News
We are monitoring closely the status of the recent (January 28th) directive from the Trump administration to temporarily halt federal grants and loans, including litigation that has been brought surrounding it. DRCT relies heavily on federal support to protect the health, safety, and welfare of people with disabilities in every corner of our state. While there are no immediate plans to suspend operations, we have had to immediately close intake for anything other than referrals and provision of self-advocacy materials and we may be forced to reduce additional services to the community if the funding pause persists.
The services that may be impacted include:
* Monitoring facilities for abuse and neglect.
* Investigating fraud, waste, and abuse within the representative payee program, including for seniors who receive social security.
* Making sure that federal tax dollars designated to help people with disabilities are actually going to those in need.
* Cutting through bureaucratic delays to help parents of children with disabilities make sure their kids are getting the education and the services they need.
* Helping people with disabilities get into and stay in the workforce so they don’t need to rely on benefits.
* Helping people with disabilities access health care services and community-based services needed to avoid institutionalization.
We look forward to continuing to work with our partners in the federal government to ensure people with disabilities remain safe and independent.

Community First Choice (CFC) Webinar
Community First Choice is an important option under CT’s Medicaid program that provides extensive personal care attendant (PCA) services in the community as needed for activities of daily living or instrumental activities of daily living to avoid institutionalization at Medicaid expense.
Under the CFC option, there is no individual cost cap based on the alternative cost of nursing home care and there is no limit on the number of slots as there is under several of the home and community-based services waivers (like the PCA and Katie Beckett waivers). Rather, there is a flexible budget for hiring PCAs based on the assessed level of need, assuming the individual meets a nursing home level of care. Even 24-hour care is covered under CFC where medically necessary.
CFC is substantially under-utilized in CT. In addition, DSS does not readily inform consumers that they can get substantially more hours, through an exception process, than the initial assessment by its contracted access agency might produce. Also, the access agencies may also be reluctant to request additional hours which DSS is likely to deny. The required notice of due process is also often lacking when requested exceptions for more hours are denied or not acted upon in a timely way.

Transition Services Experience Survey
The State Independent Living Center (SILC) has developed a Transition Services Experience survey for students and recent students aged 14 to 27 and parent/guardians.
The Transition Experience survey aims to gather information to improve transition outcomes. The Centers for Independent Living (CILSs) The Independent Living System in Connecticut consists of the State Independent Living Council (SILC) and five Centers for Independent Living (CILs), which are located throughout the state. The SILC works across CT to promote choice, equal access, opportunity, and full inclusion of people with disabilities into American society's economic, political, social, cultural, and educational mainstream. CILs are community-based, cross-disability, non-profit organizations that are staffed and directed by people with disabilities. They assist individuals of all ages and disabilities in navigating complex service systems and advocate to ensure access to their chosen services and support. Their services are provided at no cost to the individual. Most importantly, CILs are consumer-controlled organizations, meaning they are staffed and managed by a majority of qualified people with disabilities.

HUSKY C is a Medicaid program in Connecticut. It is for low-income people who are disabled, OR people over 65. We are looking for disabled people who can’t get on HUSKY C because they have income or assets that are over the limit.
* The income limit for HUSKY C is just $1338/month.
* By contrast, the Medicaid program for non-disabled, non-elderly people not on Medicare (HUSKY D) has a much higher income limit, currently $1732/month.
* The asset limit for HUSKY C is $1600/$2400 (single/couple).
* By contrast, HUSKY D has no asset limit.
The income and asset limits for HUSKY C make it very hard for disabled people to get on HUSKY C, or to stay on it and save money for emergencies. Meanwhile, disabled people on Medicare cannot qualify for HUSKY D with its higher limits. (Medicaid covers services that Medicare does not, like home care, vision/dental care, hearing aids, and medical transportation.)
PLEASE REACH OUT if you are disabled, on Medicare and also in need of Medicaid coverage, and you cannot qualify for HUSKY C because you have income between $1234/month and $1732/month, or assets above $1600/$2400!
