There has been much discussion, yet off of the original question.

I would like to maybe have the growing not fully accessible droid 
as a fun
thing and phone.  I am not interested in paying for the $30 plan 
if I don't
want it and can't use it.  are there people that were able to get 
it waived?

I am looking at the iphone and would pay their fee because it 
works.

agency.

initially lodging a formal complaint would not necessarily 
require hiring an
attorney.  I'm not sure where you're located but some of the 
disability
rights organizations might be interested in helping you pursue 
this.  As a

 Tom, I am a Verizon customer and lodged an informal complaint 
with
 Verizon because of the $30 additional data charge for obtaining 
the
 HTC Ozone phone.
 Verizon attempted to satisfy me by waiving the data charge for 
three
 months and allowing me to move to another carrier prior to the
 expiration date of my contract if I wasn't satisfied with their
 accessibility.  I am now deciding whether to lodge a formal, 
legal
 complaint with the FCC formally charging Verizon with violating
 section 255 of the communications Act, which requires that they
 provide fully accessible technology "if readily achievable".  
Mya
 rgument would be that all they have to do is waive the $30 a 
month
 data charge.  I haven't decided what to do yet, as making a 
formal
 complaint involves probably hiring an attorney.
