How are you bringing up the user's guide? Are you using Safari, iBooks 
or what? since upgrading my iPhone 4S to IOS 7, I don't have a user's 
guide on it. I just went into iBooks and downloaded the IOS 7 user's 
guide, and I was able to get to the VoiceOver section by double tapping 
the Contents and then Accessibility. voiceOver was one of the links on 
that page.

Another good source on how to use IOS 7 are the podcasts found on 
AppleVis.com or other sites like How to be Blind and the books from 
Jonathan Mosen and The National Braille Press. The viphone mailing list 
on Google Groups is also a good source of information, although it's a 
pretty high traffic mailing list.

Sounds like you want to use touch typing. To use touch typing, you need 
to double tap inside an edit box and then use the roter to get to the 
typing option. Now flick up or down to toggle between touch typing and 
standard typing. You just need to make this change once, and it'll be 
persistent.

Before you switch to touch typing, you can double tap on a letter or 
split tap on it. To double tap, once you hear the letter you want, just 
lift your finger and then double tap quickly anywhere on the screen. To 
split tap, once you hear the letter you want, leave your finger on the 
screen and then tap the screen somewhere else with another finger.

If you're talking about Settings -> General -> Accessibility -> 
VoiceOver On -> VoiceOver Practice then I think you can just practice 
with VoiceOver gestures. I think the typing refers to practicing with 
hand writing. If you want to practice typing, I'd suggest just using the 
Notes app.
