That is exactly the kind of issue we at Optasia Ministry are trying to
address.
Here is what we can offer you.
Most versions in an html format that makes it easy to link to books,
chapters and verses.
Some search capability.  You can search the entire Bible for exact words or
phrases, or search parts of the Bible, the gospels, for example, if you
think it was something Jesus said.
And you can search individual books and chapters.

We have two study Bibles that we have made accessible:
NIV Study Bible
Literary Study Bible.
You can look up the foot notes, read the book introductions, use the
concordance.
You can look up cross references too, but this is a little more difficult.

We aim to give blind persons the same opportunities that sighted people
have.
I can look up almost any verse as quickly as a sighted person, and if we are
looking for Obadiah, I have an advantage.

In addition we have a variety of conservative and evangelical commentaries
you can use.
