[gui-talk] BARD download speed pretty bad for me

I have a pretty fast DSL connection and while I've not had any really slow
downloads I have seen great variations in the speed at varying times.  It
seems they're a part of a larger group of computers with access to their
band width.  I'm not a tech kind of person so take what I say with a grain
of salt.

Download speed from their servers seems to vary a great deal.  Also, 
have seen a wide variety of reports on different speeds at different 
times of the day, and think there may be an intermittent bottleneck 
coming out of Washington.  I think this because of the wide 
variation, and I doubt Saturday night is a busy time for them.
