Gerald:

A couple more thoughts.  First, while IE isn't as dominant as it once 
was, it still has 40 or 50 percent of market I think, and IE 8 has to 
be a sizable percentage of that.  So it is hard to believe Target 
would give up that much potential customers.

Secondly, maybe something is set in your browser that gets it 
identified incorrectly, javascript or cookies turned off, or security 
level set very high.

Just a couple thoughts.
