I haven't used any TV streaming sites using a Web browser in Windows, with the exception of Comcast's Stream TV app, which you wouldn't be able to subscribe to since it sounds like you're not within Comcast's footprint.

If you have an iOS device, Youtube TV is fairly accessible, except for a few glitches which can easily be worked around. I've used Youtube TV briefly on the Web but only with NVDA and not with JAWS.
