[GUI-Talk] GUI Frameworks Question

Which GUI frameworks are you dealing with at the moment? 
What do the Voluntary Product Accessibility Templates of the vendors assert?
Section 508 actually began in 1998 with a requirement for a report to Congress, and it developed from there. But progress and even an understanding of the issues has been painfully slow in coming.

Why do vendors get away with using GUI frameworks and toolkits that do not support accessibility API's? Why is this legally allowed? What can be done about it?
