[humanser] question about screen reader and agency-record software

While it might be text, there are different ways, or methods the 
software can use to put it on the screen, and not all of these ways 
are compatible with screen reading software -- as you can 
see.  Another option to ask about is to see if the software has a 
web-based module, which people might use remotely, but might give you access.
