Can someone please speak to the issue of H I PPA and the use of paid readers in the workplace?

This topic came up this afternoon with my employer. I am challenged with hand written information on some documents that I work with multiple times a week. A natural support might include asking employee to read something. However a few weeks ago when I approached my supervisor and brought up the passability of asking other employees to help me with these types of tasks she informed me that we were spread too thin and that I was to come to her. Our schedules do not always sink. Therefore well this is a good idea it has not been a practical idea. I brought up the idea of hiring someone to read for me to hours a week I only work 26 hours a week. I have someone in mind someone who I've started working with on stuff outside of work that is I have paid someone to help me with personal stuff. My supervisor took it to her boss and basically it was to be towed under the auspice is that H I PPA regulations would be violated.

Please let me know how you handle the responsibility of dealing with paperwork; H I PPA regulations and staff were paid reader assistance.
