Hello,
I don't understand the problem with your service. I would think the
regulations are written in such a way as to allow the service to use the
method that fits the rider. For example, I can say that Chicago paratransit
riders have several options: (1) door to door assistance, (2) ring bell or
(3) blow horn. This information is in the rider's permanent comments, and
can b changed by the rider during the certification period.
Many blind and visually impaired people in Chicago request door-to-door
assistance, because of the high volume of traffic on our streets, crowded
shopping centers, many PACE drivers on location at the same time in some
instances, ETC, and they want to be sure they are getting to the right car
and driver. Sometimes a PACE driver will even grab the wrong person because
there are many people waiting for rides. 
The instructions may be changed if one lives on a quieter street. For
example, I know someone in Florida, and the paratransit ride there blows the
horn when they arrive, and she simply goes out to the curb to meet the
driver.
So, at your meeting, you might want to point some of these things out.

First of all, I would ask why the driver is not allowed to use the horn when
he/she arrives? If it is only a matter of policy, try to insist that the
policy be changed at your meeting. Secondly, if the bus has a loud speaker,
could they use it to announce your name? If that is not an option, ask that
the driver call you or text you when he/she gets there and have the driver
give you directions to the vehicle. If that does not work, then ask that the
driver leave his/her vehicle to get you. Pace drivers do this all the time.
Why can't it be done with a dial-a-ride vehicle? Just some thoughts.
