Under the administrative direction of the Human Resources Director 4, serve as the HR Operations Manager for the agency-wide Human Resources functions of Compensation, Workers Compensation (WC), Leave Management, Talent Acquisition/Recruiting/Staffing, Classification/Job Analysis, Training & Development, and Human Resources Information Systems (HRIS). Supervise the HR Specialist 2 for Central Office/Programs & Services providing leadership, training and mentoring in the areas of classification, recruitment, selection, compensation, benefits coordination, employee transactions/records management, workers compensation, workforce planning, employee relations and labor relations.

As part of the Agency's HR management team, provide leadership and direction in the development and implementation of sound human resources practices for the Minnesota Department of Veterans Affairs and ensure the development and implementation of "best practices" in the delivery of human resources (HR) services and products. Implement strategies and actions to support organizational development and workforce planning initiatives. Engage in and support various process improvements, strategic and mission-driven initiatives for the Agency. Ensure that all applicable Federal and State laws, statutes, regulations, policies and procedures within the scope of employment related issues are followed as well as all the terms of the applicable collective bargaining agreements (AFSCME, MAPE, MNA, MMA)and compensation plans (Commissioner, Managers and Medical Specialists) are followed.

This position exists to coordinate the development and implementation of the MDVA Diversity, Equity and Inclusion Program which consists of: Diversity and Inclusion training, Agency Equity Change Team Chair, Employee Resource Group Coordinator and recruitment and retention of diverse staff. This position will also serve as the Alternate Diversity, Equity and Inclusion Liaison for the Governor's Office. This will create a workplace environment in which the MDVA is an employer of choice and the workforce reflects the diversity of Minnesota citizens. The incumbent works in collaboration with the agency's Director of Diversity, Equity and Inclusion, Human Resources staff, managers and supervisors to develop, direct and manage the agency's Diversity and Inclusion programs and initiatives to promote a diverse workforce that reflects the demographics of the citizens of Minnesota; and, that meets the business needs of the agency. Emphasis is placed on recruitment, retention, training and awareness initiatives that create and foster an open and inclusive environment. Serves as the agency champion for diversity and inclusion by providing expert advice, consultation and training that enhances the mission of the MDVA and promotes diversity within MDVA. Serves as the alternate Agency Affirmative Action Officer and Agency Reasonable Accommodation Coordinator. The incumbent has access to labor relations information as defined by Minn. Stat.13.37; participates in meetings where MDVA and state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to recruitment, selection, retention and diversity issues.
