To direct and manage Human Resources (HR) services for the Minnesota Department of Veterans Affairs (MDVA) so that the agency has the workforce capacity to achieve its strategic goals. This position is responsible for aligning the capabilities of the workforce to the agency's objectives while considering, legal and ethical considerations, best practices, and delegated responsibilities in the State of Minnesota's merit system.
HR is responsible for strategic talent acquisition, assessment and selection, job evaluation and classification, total compensation (including benefits administration), workers' compensation administration, employee and labor relations, leave management, organizational development, workforce and succession planning, general employee training and development, performance management (including discipline and discharge), investigations, HR information systems, personnel transactions and records maintenance, employment related grievances and lawsuits, and compliance in all HR related functions.

This is a temporary unclassified position, anticipated to last for approximately one year, limited to three years.

Manage the Office of Diversity, Equity, and Inclusion and its agency-wide equity, diversity, equal opportunity, ADA, and affirmative action programs and initiatives.

  *   Provide expert advice and consultation to ensure compliance with all applicable state and federal laws, rules, and regulations governing affirmative action and equal employment opportunity to include, but not limited to Title VII of the Civil Rights Act, the Americans with Disabilities Act (ADA), and Minnesota Statutes 363A and 43A;
  *   Direct the development and implementation of an agency-wide Diversity, Inclusion and Equity strategic plan.
  *   Advise the Commissioner and agency senior leaders on trends and initiatives at the State and National level and on best practices for EEO, diversity and inclusion;
  *   Establish and maintain effective relationships with internal staff, external agencies and stakeholders;
  *   Mediate/facilitate the resolution of and/or direct and/or conduct investigations of statutory discrimination complaints from both internal MDVA staff and external customers and residents who access MDVA programs/services

Act as a liaison to Enterprise groups; provide training to supervisors and managers on topics of equity, diversity & inclusion, equal opportunity and affirmative action.
