Under the administrative direction of the MDVA Human Resources Director 4, develop and implement Human Resources plans to staff three newly established Veterans Homes in Minnesota communities.

The position will develop staffing plans that comply with Licensing and CMS guidelines as well as management objectives and operating plans; develop and implement recruitment plans to ensure well qualified staff are hired in a strategic manner; training and development plans consistent with licensing requirements and industry standards; and will establish relationships and work with local labor partners in each location to determine whether language in established Master contracts will be sufficient for the area to attract and retain staff and will draft supplemental language or Memoranda of Understanding, as appropriate.

Additionally, this position will work with Central Office HR to develop HR files and processes and ensure all HR staff are trained to perform duties in a manner consistent with in the delivery of human resources (HR) services and all applicable Federal and State laws, statutes, regulations, policies and procedures within the scope of employment related issues are followed as well as all the terms of the applicable collective bargaining agreements.

As part of the Agency's HR management team, the position will directly supervise HR staff within the homes and provide leadership and direction in the implementation and delivery of best human resources practices.
