Job Summary

Job Summary
Minnesota State Services for the Blind (SSB) has been serving blind, visually impaired and DeafBlind Minnesotans since 1923.  It does so with a staff of 110 dedicated personnel, over 650 skilled volunteers, an active State Rehabilitation Council for the Blind and a host of community partners. This position exists to provide branch-wide leadership, coordination and seamless management of rulemaking, policy development, and special projects in accordance with the requirements of federal and state law, including the Rehabilitation Act of 1973, as amended, and the Randolph Sheppard Act.  This is done in alignment with SSB's mission, "To facilitate the achievement of personal and vocational independence for blind, visually impaired, and DeafBlind Minnesotans.
This position manages SSB's rulemaking process for Program Services (Business Enterprises Program, Senior Services Unit, Workforce Development Unit) in accordance with the Minnesota Administrative Procedure Act to ensure rules are in alignment with federal and state regulations and effectively outline the agency's responsibilities.  This position manages the development of SSB policies to ensure the strategic objectives of the organization are met and are in alignment with state and federal regulations.  This position provides the overall management of the SSB case management systems and process for Program Services so that information is accurately recorded, federal reporting requirements are met, and an accurate analysis can be completed of program work.
This position oversees SSB's priority for services and supervises the data analytics and quality assurance program as well as professional and support staff responsible for the delivery of comprehensive vocational rehabilitation counseling and placement services; ensures fiscal integrity of customer service budgets; and represents SSB as a Workforce Innovation and Opportunity Act (WIOA) core partner
Qualifications

Minimum Qualifications
Two years of experience as a supervisor in a public program that works with persons with disabilities; OR
Four years of experience in a public program that works with persons with disabilities; AND
A bachelor's or master's degree in Education, Social Work, Human Services, Counseling, or related field as determined by the agency.

Knowledge of blindness, issues within the blind community, consumer organizations of the blind, and the history of self-advocacy by blind persons.
Knowledge of Federal and State laws and regulations sufficient to effectively administer a federal and state vocational rehabilitation program.
Leadership and interpersonal skills to manage a wide range of critical relationships with consumer organizations, consumers, volunteers, partners, peers with the department and SSB staff.
Analysis skills to analyze complex problems identify potential causes, and develop effective solutions.  Ability to analyze state and federal legislation to develop policy.
Understanding of data analytics and its importance, as this position will have oversight for ensuring that data reporting is accurate.
Ability to manage contracts and vendor relationships.
Negotiating skills sufficient to deal with organizations and individuals with divergent goals and objectives.
Ability to build teams and focus them on achieving results in complex problem solving settings.

Preferred Qualifications
Skills in supervising employees in a large public agency that serves persons with disabilities.
Knowledge of Rulemaking and/or developing and implementing policies and procedures.
