The Human Resources (HR) Supervisor will provide DCT wide leadership to managers and supervisors with a focus on organizational analysis, external marketing and recruitment, strategic planning, and job classification.  This position will supervise the classification, external marketing and recruitment team; develop and implement training and participate special projects.

Responsibilities

  *   Supervise and direct the work of the DCT classification and external marketing and recruitment team.
  *   Lead external strategic marketing and recruitment for DCT to promote and support DCT as an employer of choice.
  *   Lead strategic classification services for DCT, by providing expertise, conducting studies, leveraging best practices, and process improvement
  *   Develop and provide training to DCT managers, supervisors, and staff on classification and external marketing and recruitment.
  *   Determine staffing levels; develop position descriptions, and review work plans, workloads and schedules of staff to ensure the timely completion of work.
  *   Lead organizational analysis, strategic planning, and job evaluation services for DCT, by providing expertise, mentoring, and training.

Minimum Qualifications

  *   Demonstrated leadership experience: Leadership experience can include:
  *   Experience as a supervisor, lead worker, team lead, project lead;
  *   Completion of a State of Minnesota leadership program (e.g. ELI, L4);
     *   A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
     *   1+ year of experience identifying issues, goals and strategic actions
     *   100+ hours per year time commitment

AND

  *   4 years of specialized professional experience in Human Resources, including Staffing/Talent Acquisition, Marketing/Recruitment, Job Classification/job evaluation, Performance Management, Consultation/Business Partner, training etc.

         Note:  A Bachelor's or higher level degree in human resources or related degree program such as Business Administration, Public Administration, Organizational Development or Employment Law may substitute for 1-year of specialized professional experience.

Other qualifications include:

 Analytical, critical-thinking, and problem-solving skills sufficient to evaluate complex information and issues; identify, analyze, and present options; and make sound decisions and implementation plans.

  *   Verbal and written communication skills sufficient to effectively respond to questions; develop, explain and support HR policies and processes; and develop and deliver presentations.
  *   Human relations/interpersonal skills sufficient to develop/maintain a cohesive HR team and effective work relationships.
  *   Project leadership/management skills with a demonstrated ability to work in a fast-paced environment.
