This position provides professional general human resource consultative services to state agencies in collaboration with agency human resource and management staff, and other divisions within MMB to ensure the state's HR system is current, effective and meets the needs of agency HR staff and hiring managers and supervisors. Our HR services are "hands on" and strategic in the areas of policy development, job evaluation and classification, assessment, selection, compensation, contract/plan interpretation, auditing, redeployment, organizational design, workforce planning and other related human resource activities. This position will collaborate with HR staff from multiple agencies to manage statewide HR special projects; participate in state labor negotiations planning teams and active bargaining.
Minimum Qualifications
At least 3 years of full-time equivalent advance professional level work experience in the following human resource areas; job analysis and evaluation/classification, selection, contract interpretation and compensation administration. A bachelor's or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior, may substitute for one year of experience described above.
In addition candidates must possess the following:
* Experience in performing job analysis to identify and recommend job classifications ensuring proper allocation of positions;
* Experience with electronic applicant tracking/hiring tools and programs (such as Oracle Recruiting Solutions or NeoGov), and selection process administration/selection principles, policies and practices to independently develop and apply selection criteria and promotion procedures/processes;
* Professional experience which demonstrates knowledge to consult, advise and influence management and staff on complex issues in employment contract/plan administration and interpretation; employment law; employee and labor relations;
* Demonstrated success in building effective business partnerships; analytical ability/critical-thinking skills to analyze and evaluate data/information/situations, identify and research issues, evaluate the merits of different points of view and present alternatives to ensure management is adequately informed;
* Human relations and communication skills to answer question regarding personnel policy and procedure, facilitate group interactions, negotiate contracts and other agreements, mediate disputes, train large and small groups, make effective presentations and persuade others;
* Writing skills to develop concise, well organized, business-oriented materials, memos, and information using proper grammar, spelling and structure.
* Leadership ability to create and maintain a positive working environment by providing direction, mentoring, and guidance for other professional HR staff.
