Minnesota Department of Veterans Affairs has an exciting Work Out of Class / Mobility opportunity as a Human Resources Specialist 2 in Human Resources Department. As a Human Resources Specialist 2 you will have opportunity to perform Human Resource administrative functions to ensure that the requirements of all personnel rules, regulations, laws, and collective bargaining agreements are met. Develops recruitment and selection procedures to ensure that qualified individuals are available for employment. Recommends
classification and compensation levels for agency's positions to ensure their appropriate allocation. Administers programs such as employee orientation, performance reviews, position descriptions, unemployment insurance, workers' compensation, and employee benefits. Advises and explains policies, laws, and collective bargaining agreements to agency staff so that the Home's actions are in compliance. Records and maintains agency data so that information is readily available for management by: developing and updating seniority rosters, vacancy reports, salary data, affirmative action, and staff development data. Completes special projects to improve
the efficiency of the Home's human resources office.

Minimum Qualifications

  *   Two (2) years (full time equivalent) professional level human resources experience in several HR functions such as job analysis/classification, assessment, recruitment, selection, FLSA, applying terms of collective bargaining agreements, workers' compensation, benefits, leave administration, conducting and documenting investigations, personnel record creation and maintenance, and HRIS. Note: BA/BS in Human Resources or closely related field may substitute for 1 year of experience.
  *   Conflict resolution skills
  *   Verbal, reading and writing communication skills sufficient to comprehend, compare, contrast and/or explain complex procedures, and requirements or topics
  *   Analytical and critical thinking skills sufficient to synthesize information to draw conclusions, compare/contrast information and/or to organize and prioritize information in a fast-paced working environment
  *   Human Relations skills sufficient to interact with work associates and customers in a courteous, professional and tactful manner, deliver and explain difficult decisions, and deliver and maintain effective working relationships
  *   Ability to keep private and confidential information confidential and follow the provisions of the Minnesota Government Data Practices Act
