This position directs human resource functions for the MCF-Willow River, MCF-Moose Lake, and MCF-Rush City region within the DOC so that executive management teams and employees at these work locations are provided with information and services that meet organizational and human resource needs. This position also serves on the DOC HR leadership team.

Job Responsibilities include:

  *   Provide leadership to the agency in HR programs and services so the agency is supported with best practices in the full range of human resource functions.
  *   Manage human resource programs and services for the region so that the delivered HR services reflect and support the mission and core values of the DOC.
  *   Manage and evaluate regional human resource office operations to ensure quality services are provided that meet organizational needs.
  *   Based on the mission and goals of the agency and specific initiatives of each facility in the HR region, provide leadership consultation regarding organizational effectiveness, management and use of resources.
  *   Manage labor relations activities for each facility within the region so that effective working relationships between management and labor are established and maintained.  Activities include union contract/pay plan interpretation, directing employee investigation, discipline and grievance processes, participating in local labor/management meetings, etc.
  *   Manage all other functions assigned to the region HR offices, including employee leave management, Americans with Disabilities Act (ADA) coordination, compensation/salary approval, Corrections Officer staffing, etc.

This position will have the option of working a hybrid telework schedule.

Join our collaborative Human Resources team!  In this position you will assist the DOC Human Resources Leadership Team in researching and implementing solutions to agency-wide human resource challenges; conducting research on employment laws, talent management best practices, legislative bills, and collective bargaining/plans to develop and revise policies, rules, guidance materials, and other tools for HR use.  This position will also advise managers and supervisors on best practices in a variety of HR areas and work with the Assistant Commissioner and Human Resources Director in translating agency business needs into effective and efficient HR decisions and activities.

This position will lead agency-wide HR projects involving DOC regional HR staff and will assist in designing tools and resources to address challenging and critical HR topics.   This work will include assessing the possibility for change and developing an action plan; research for policy and process development; and coaching stakeholders (both users and customers) to create efficiencies and ensure consistent practices.

This position will also support existing HR functions and provide consultation and direction to agency HR staff, managers, and supervisors on personnel and labor relations issues, classification and compensation issues, and selection and recruitment.

This position has the option to work primarily remotely.  Occasional in office work may be required.
