The State Program Administrator (Foreign Labor Certification Assistant/Specialist) position exists to support the Workforce Development Specialist 3 (FLC Coordinator) in administering the federally mandated Foreign Labor Certification Programs, which include the H-2A temporary agricultural and H-2B temporary non-agricultural programs.  These programs enable Minnesota employers to hire non-immigrant foreign nationals for seasonal, temporary job opportunities. Under supervision, the incumbent will assist in all day-to-day aspects of state level foreign labor certification activities, including the creation and updating of statewide labor exchange Job Orders, case management of Clearance Orders via the Foreign Labor Application Gateway (FLAG) online system, H-2A housing inspections, recording and maintenance of data for quarterly reporting, and referral of U.S. workers for H-2A and H-2B job opportunities.
