The Minnesota Department of Human Services (DHS) is seeking qualified and enthusiastic individuals to join our Human Resources Team within the Direct Care & Treatment (DCT) Division of the agency.

The Classification Specialist is responsible for fulfilling a wide-range of classification-related duties, working collaboratively as part of the DCT Human Resources.  This position will conduct job and organizational analysis, write formal classification determinations, participate in strategic planning with hiring managers, and advise hiring managers and staff on topics related to classification.

The person in this role will ideally be an expert in conducting research and gathering information from a variety of sources, analyzing and synthesizing complex details, have the communication skills to clearly articulate job audit results, and proactively seek opportunities to stay informed of division and program workforce needs. This person should thrive in a deadline driven, face-paced, high-energy environment.

This position requires a relationship-driven approach by actively partnering with hiring managers, human resources team members, and other stakeholders to recruit and retain a workforce dedicated to DHS' mission - helping people meet their basic needs so they can live in dignity and achieve their highest potential.

Our team has been teleworking full time since March 2020 and anticipate continuing to do so for the foreseeable future.  Staff are provided with the tools and equipment to be successful in a virtual work environment.

This vacancy will be posted at 2 classification levels. The level at which the position is filled will depend on the selected candidate's qualifications and may be used to fill more than one position.



Minimum Qualifications

Human Resources Specialist 3:  3 year's professional Human Resources experience conducting job analysis/classification for positions in a variety of classifications and levels.

Human Resources Consultant:

  *   4 year's professional Human Resources experience conducting job analysis/classification for positions in a variety of classifications and levels.
  *   Knowledge of conducting class studies and/or using a job evaluation system such as Hay.

All applicants must minimally meet these additional required qualifications:

  *   Management consultation, demonstrated research and analytical skills
  *   Writing formal reports, research papers, or memorandums
  *   Critical thinking and Strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues
  *   Communication skills sufficient to explain sensitive, controversial decisions to employees and management staff in a clear and concise manner

Other qualifications include:

  *   Variety of experiences working effectively with others from different backgrounds and cultures
  *   Experience with a job evaluation system such as the Hay method
  *   Experience interpreting current employment laws, regulations, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees
  *   Experience conducting public sector job analysis/classification.
