This position provides technical and paraprofessional assistance for the Minnesota Department of Corrections' (DOC) regional human resources office serving the Minnesota Correctional Facilities (MCF) - St. Cloud.

Job duties include but are not limited to:

- Coordinate the implementation of the Family Medical Leave Act (FMLA) and requests for other leaves of absence.

- Administer the Workers' Compensation program to ensure compliance with Minnesota Statute and that employees are returned to work as soon as possible.

- Provide accurate and timely information on personnel and position transactions to ensure that employee appointments are in accordance with Human Resources procedures, contractual, and legal requirements.

- Assist with the vacancy filling process by coordinating Corrections Officer bidding as well as all work out of class assignments for the facility.

- Provide assistance on human resources and labor relations issues for the facility. Explain state and departmental personnel and labor relations laws, rules, policies, and procedures to managers, supervisors, and employees.

- Serve as the Designated Department Insurance Representative (DDIR) by administering the State Employee Group Insurance Program (SEGIP) so that employees receive information on state-paid and optional insurance benefits.

- Develop, revise, and maintain electronic and manual filing systems so that data is accurate, available, and retained according to appropriate schedules.

This position will manage and direct the Regional Human Resource Directors (RHRDs) for the Department of Corrections, which includes staff at 10 continuous operation correctional facilities serving males, females, and juveniles as well as field operations throughout the state and Central Office.  Management of RHRDs is shared with the applicable Institution Head(s).  Ensure efficient/effective Human Resource Management (HRM) services are delivered throughout the agency in a consistent manner.  Assume the duties and responsibilities of the Agency Human Resource (HR) Director in his/her absence.  Provide leadership and direction in the development and implementation of sound HRM practices for the DOC and ensure the development and implementation of best practices in the delivery of HRM services and products.  Ensure all applicable Federal and State laws, statutes, regulations, policies and procedures within the scope of employment related issues are followed as well as all the terms of the applicable collective bargaining agreements and compensation plans.

Job responsibilities include:

- Provide managerial consultation and direction to the RHRDs in employee and labor relations, discipline and grievance administration, leave management, and review of general harassment complaints so concerns/issues are dealt with consistently and effectively and in a manner that promotes a culture of openness and fairness. Manage department-wide compensation and Fair Labor Standards Act (FLSA) designation functions.

- Serve as the RHRD for Central Office and establish and provide backup during staff absences and when vacancies occur.

- Function as the HRM budget manager and serve as the Assistant Director of Human Resources for the department and ensure leadership is available and maintained in the absence of the Agency HR Director.

- Represent HRM on department-wide projects and manage projects for HRM.
