This position will assist and support the Labor Relations manager in administering labor relations functions for Minnesota Department of Health (MDH). This includes, but is not limited to, handling disputes and grievances, conducting investigations, providing direction, and training to MDH managers and supervisors in the administration of labor agreements. Additionally, this position is responsible for providing guidance and consultation to managers and supervisors regarding employee misconduct and other performance related issues and reviewing and updating Human Resources policies. This position will have access to all confidential documents maintained in the Labor Relations office. This position participates on bargaining teams for labor contract negotiations. The incumbent will have access to and use confidential bargaining strategies and labor relations data as defined in M.S. §13.37.

The Strategic Staffing Lead is responsible for fulfilling a wide range of workforce planning and staffing related duties for the Department of Health (MDH).

Working collaboratively as part of the Staffing Team within the Office of Human Resources, this position will:

  *   Function as an account representative providing lead work direction to a team of professional and technical HR staff for designated account(s) within the organization
  *   Participate in strategic workforce related planning with hiring managers
  *   Advise hiring managers and staff on topics related to classification, recruitment and hiring
  *   Conduct job and organizational analysis and auditing, consulting on and writing formal classification determinations
  *   Advise, collaborate, and provide strategic recruitment methods for higher level or difficult to fill positions, focusing on a full life cycle approach, with an emphasis on internal and external customer experience and vacancy metrics.

Critical to this role is having the communication skills and professional sophistication to develop and facilitate trusted management partnerships and the ability to proactively seek opportunities to stay informed of division and program workforce needs with division directors, managers, and supervisors.

This position requires a relationship-driven approach by actively partnering with hiring managers, human resources team members, and other stakeholders to recruit and retain a workforce dedicated to MDH's mission - Protecting, maintaining, and improving the health of all Minnesotans.
