In this position you will provide technical and paraprofessional assistance for the Minnesota Department of Corrections' (DOC) regional human resources office serving the Minnesota Correctional Facilities (MCF) - St. Cloud.

Job duties include but are not limited to:

  *   Coordinate the implementation of the Family Medical Leave Act (FMLA) and requests for other leaves of absence.
  *   Administer the Workers' Compensation program to ensure compliance with Minnesota Statute and that employees are returned to work as soon as possible.
  *   Provide accurate and timely information on personnel and position transactions to ensure that employee appointments are in accordance with Human Resources procedures, contractual, and legal requirements.
  *   Assist with the vacancy filling process by coordinating Corrections Officer bidding as well as all work out of class assignments for the facility.
  *   Provide assistance on human resources and labor relations issues for the facility. Explain state and departmental personnel and labor relations laws, rules, policies, and procedures to managers, supervisors, and employees.
  *   Serve as the Designated Department Insurance Representative (DDIR) by administering the State Employee Group Insurance Program (SEGIP) so that employees receive information on state-paid and optional insurance benefits.
  *   Develop, revise, and maintain electronic and manual filing systems so that data is accurate, available, and retained according to appropriate schedules.

  *   Consult with facility managers and supervisors in the implementation and administration of collective bargaining agreements/plans so that management rights are protected and labor relations are effective.
  *   Advise managers and supervisors regarding procedures and requirements concerning investigations of employment misconduct.
  *   Provide professional guidance and assistance to managers, supervisors, and employees regarding complicated worker's compensation claims, Family and Medical Leave Act (FMLA) requests and other leave programs including requests for paid and unpaid leaves of absence. Ensure compliance with state statutes, federal law and employment related practices.
  *   Represent the Regional HR Director in his/her absence and provide direction on day-to-day operations of the Human Resource Office at the facility, as needed.
